Simple capacitor circuit question

If I input a sin wave to Vin I can observe Vout with a same waveform smaller amplitude slightly out of phase

In an attempt to watch a play by play I try to replicate each event one at a time to see what happens

So if I remove the sin wave input and replace with positive DC on Vin I do not under any circumstances get any charge on the neg terminal of C1

Trying to understand the principles here I ASSumed that when a nice healthy positive charge appeared on one side of the capacitor it would attract a bunch of hungry negative electrons to the other side  :grr

If I go back to the sin wave input I can clearly see Vout going negative via scope and multimeter  :grr

Watching both right now swing from positive to negative over and over

Yes in both circumstances I'm connecting to both Vin terminals

The reason I ask I thought when a sin wave is input to Vin the negative side of the capacitor charges up negative when the input sin wave is positive

Yeah I know this is confusing

Update: I figured maybe the bottom inputs change depending on which voltage is input but the bottom input stays at ground when the sin wave is input  :grr

Oh well back to the grindstone
