Q201 looks shorted to me or a replacement was used with wrong pinout.
Pull it and place a new one there, triple checking pinout (datasheet/diode test/Hfe test  no kidding= 3 tests)
The proper voltages are stated in the schematic.

This more important than all the other tests.
