tremolo - nothing - transistors, the caps? (Old Randall)

schematic - Randall Commander 1 (rg 120-115) 1970's

So my tremolo (reverb too) doesn't work.
There is 0 V going to the opto-coupler, something is stopping/resisting/cutting off the power.
I figured maybe the 'mps 6522' transistors, but then I stumbled upon someone in internet land stating that a difference in values from bad caps could make tremolo not work.

Should I just re-cap the tremolo section of the schematic?
If things didn't break, we wouldn't learn how to fix them or know how they work, and things wouldn't get made for us to fix.
And there'd nothing to break.
