Title: tremolo - nothing - transistors, the caps? (Old Randall)

schematic - Randall Commander 1 (rg 120-115) 1970's

So my tremolo (reverb too) doesn't work.
There is 0 V going to the opto-coupler, something is stopping/resisting/cutting off the power.
I figured maybe the 'mps 6522' transistors, but then I stumbled upon someone in internet land stating that a difference in values from bad caps could make tremolo not work.

Should I just re-cap the tremolo section of the schematic?
